Livingston County Maintains Strong Financial Outlook with Aa2 Moody’s Rating

GENESEO, N.Y., Nov. 28, 2023 — Moody’s Investors Service, one of the country’s leading independent credit rating agencies, has again reaffirmed Livingston County’s strong financial position in their annual comment document released earlier this month. 

 

With a rating of Aa2, the third-highest long-term credit rating issued by the company, Livingston County remains on solid financial footing with a positive economic outlook for the near future. The County’s responsible fiscal stewardship has produced results exceeding the median numbers of municipal peers in the same rating across several key indicators.  

 

Moody’s takes a number of factors into consideration when assigning ratings, including the “size and health of the system and its service area, the financial strength of its operations, the legal provisions governing its management, and the strength of its rate management and regulatory compliance,” according to the company’s rating methodology. The County has outperformed across these metrics thanks, in part, to cost controls and conservative budgeting practices.

 

Livingston County Treasurer Amy Davies stated, “The Moody's rating is a reflection of the excellent fiscal management by County leaders.”

 

The County’s latest positive financial news comes on the heels of another positive financial report from the Office of the New York State Comptroller, which recently recognized Livingston County for its sound fiscal management after issuing its latest Fiscal Stress Monitoring System results. Livingston County ranked among the top overall governments in New York State with a score of 3.3, which resulted in “no designation” of fiscal stress from Comptroller Thomas P. DiNapoli’s office. This marks the third time in the last four years that the County has achieved one of the State’s highest classifications.
